Open Government Partnership: Inform the development of Australia’s Fourth National Action Plan

Overview

The Open Government Partnership (OGP) is an international, multi-lateral initiative that aims to increase transparency, empower citizens, fight corruption and harness new technologies to strengthen governance.

Australia’s next national action plan will set out commitments that the government will deliver within a 2-year timeframe to achieve these goals. Australia has had 3 previous national action plans. Our Third National Action Plan (NAP3) ended on 31 December 2025. Australia’s Open Government Forum is now developing Australia’s Fourth National Action Plan (NAP4), to be completed by the end of 2026.

The Open Government Forum is made up of equal numbers of government and civil society members and establishes a space for ongoing dialogue and collaboration between the government, civil society and other non-governmental stakeholders, consistent with the Open Government Partnership Participation and Co-Creation Standards. It helps make sure commitments in the National Action Plan reflect community priorities and promote greater transparency, accountability and public participation in government decision-making.

Developing the Fourth National Action Plan

The Open Government Forum has developed potential commitments for inclusion in NAP4 that meet the following criteria:

  • Align with open government principles, including transparency, accountability, public participation and integrity.
  • Are concrete, specific and feasible, with verifiable deliverables.
  • Are achievable within the 2-year implementation period (January 2027 to December 2028), taking into account existing government priorities and policies, legislative settings, resources and implementation constraints.
  • Are within the ability of a single Australian Government agency to deliver.

Feedback received through this consultation process will be used to inform the priority of commitments and the composition of final commitments included in NAP4.

The potential commitments are:

  1. Delivering Australia’s First Media Literacy Strategy
  2. Strengthening Youth Engagement in Government Decision-Making
  3. Enhancing transparency of corporate ownership to build integrity and trust and reduce the risk of financial crime and corruption
  4. Strengthening civic participation through collaborative design of model government engagement processes
  5. Enhancing transparency of AI and digital accessibility
  6. Strengthening Commonwealth fraud and corruption control frameworks
  7. Improving access to government information and communications for people with disability.

Final NAP4 commitments are subject to Open Government Forum agreement and government approval.

Who we want to hear from

We are seeking feedback from all interested stakeholders and members of the public to inform the development of Australia’s next Open Government Partnership National Action Plan.

In particular, we are seeking views on the importance of the proposed commitments in advancing open government and suggestions for how they should be implemented.

We want to know which of these potential commitments are most important to the public, and for each commitment:

  • Is the topic of this commitment important to you?
    • Why or why not?
  • How important are the possible benefits of the potential commitment?
  • Do you have any suggestions to modify the potential commitment to increase its benefits?
  • Do you have any concerns about possible negative impacts from the potential commitment?
  • Overall, which commitments should be prioritised for inclusion in NAP4?
